A tender for a new centralised government e-procurement platform has been launched by the New Zealand Government and is due to close 30 November.
Issued by the Ministry of Business, Innovation and Employment (MBIE), the tender, ‘Procurement Platform for New Zealand Government’ opened November 10.
The tender calls on procurement software providers “who can provide a complete set of e-procurement capabilities, in a modern and modular platform.”
Making it easier for government
“We’re looking for an intuitive contemporary procurement platform that makes it easy for government agencies and suppliers to conduct their secondary-procurement activities,” the MBIE said via the New Zealand Government Electronic Tenders Service (GETS).
“Agencies and suppliers will enjoy a modern e-procurement capability, more efficient procurement processes, reduced administrative effort, and better quality data.”
The platform is a key enabler of the Government’s “Procurement for the Future” strategy, presented during PASA’s New Zealand Big Breakfast in September 2022.
Laurence Pidcock, General Manager New Zealand Government Procurement, outlined the procurement roadmap to 2030.
Integrated e-procurement part of 2030 plan
“The 2030 target is to have high quality data and insights as evidence for New Zealanders, integrated e-procurement ecosystems, central oversight of procurement system performance, a “one customer approach” for government, improved experience for suppliers and coordinated capability across government procurement,” Laurence said in his presentation.
The tenders says the government was seeking providers of procurement software to deliver and support the secondary procurement activities from “All of Government contracts and panels”.
“Over time this platform will be extended to support other individual agency and collaborative contracts as well as primary procurement and other aspects of the procurement process,” it says.
A Request for Proposal (RFP) will be issued in late November 2022 for services, including the design, testing, implementation, support, and maintenance of the new platform.
“Procurement for the Future” is underpinned by the vision: “A fair, transparent, inclusive, and efficient procurement system that delivers high public value to all New Zealanders.”

The Australian Government’s Digital Transformation Agency (DTA) has also announced plans for an updated digital marketplace for 2024 to better meet the needs of buyers and sellers.
